In size and purpose it sits between the widely used Mi-8/17 family and the heavy Mi-26. It should not be treated as merely a new number for the Mi-8. The Mi-38 is a separate program with its own airframe, powerplant, and testing history. Military and civilian roles have been considered on a common platform, but require different equipment. Project work began late in the Soviet period and continued for many years. Prototypes went through development with different systems and engines. The program's changes show why the first flight date of one prototype does not establish the readiness of a production standard.
