The first two CF-35As have arrived at Luke for training. Why aircraft handover differs from readiness of personnel, infrastructure and Canadian bases.

The first two Canadian CF-35As arrived at Luke AFB in Arizona on October 22, 2026. This stage is related to personnel training: the start of training operations in the United States does not mean that the aircraft are already in service from Canadian airfields. The government program provides for the initial placement of eight aircraft at the Luke training center and the arrival of the first aircraft in Canada in 2028. The scale of further purchases remains a separate issue from the fact of receiving the first pair.

When renewing military aviation, the aircraft's handover is only one of several related milestones. At the same time, it is necessary to prepare pilots, technical specialists, premises, information systems and supplies. In the news, these processes are sometimes lumped together with the word “arrival,” although they represent different levels of readiness. It is useful to understand the sequence so as not to confuse the receipt of equipment, the beginning of training and the ability of the unit to sustainably perform the assigned tasks in its country.

## Why does training begin outside the country?

The international training center allows you to use the existing infrastructure and accumulated training experience on a specific type. This is a way for a new operator to begin the transition before completing their own objects. Aircraft may belong to a national customer, but are temporarily operated in the training environment of another state. Their geographical location and nationality are therefore different characteristics. A photograph of a plane at a foreign airfield does not in itself explain the status of the entire program.

Training includes familiarization with systems, preparation for flights, simulator exercises and work with documentation. The specific program is determined by authorized organizations; it cannot be restored based on one delivery news. In general, the task is for the personnel to master the new aircraft as a working system. Then the experience gained must be transferred to its own departments. This requires instructors and training for subsequent groups, not just the few employees who have completed the initial course.

## Aircraft and infrastructure

The new type requires a suitable terrestrial environment. This includes service locations, equipment storage, system testing facilities and safe work organization. Some problems can be solved by reconstructing existing premises, others may require separate facilities. Power supply, communications, access roads and access control are also important. The construction readiness of a building is not the same as the readiness of the entire site: once the work is completed, equipment must be installed, tested and linked to work procedures.

A hypothetical example helps to see the dependence. The aircraft has already been handed over to the customer, but specialized diagnostic equipment is still being put into operation. Flights at a prepared training center can continue, while a complete transfer of work to another base is not yet possible. This is not a contradiction between the two messages. Different parts of a large project have their own schedules and acceptance points. It becomes critical to coordinate these schedules by the time the equipment must move to a new place of permanent operation.

## Training of technical personnel

The pilot is the most visible participant in the operation, but the aircraft's readiness depends on the work of a large ground crew. Technicians maintain mechanical and electronic systems, maintain records, verify completed operations, and organize supplies. The new type changes the set of knowledge and tools. Mastery is not limited to just one orientation session: it requires a solid understanding of procedures and the ability to confirm correct operation according to the documentation applicable to a specific aircraft configuration.

The transfer of experience between training and permanent sites is of particular importance. Employees must use consistent data, understand their responsibilities, and have access to the support they need. If the version of a system or document changes, the changes must be communicated correctly to people. This organizational layer is rarely visible in photographs of the handover ceremony, but it determines the repeatability of the service. A prepared individual aircraft and a sustainably maintained fleet are different scales of the same task.

## Spare parts and fleet operation

The aircraft requires consumables, inspections and replacement of components throughout its operation. Therefore, procurement includes a long-term support chain. It is important not only to have parts in stock, but also to deliver them to the right place on time, maintain records of condition and plan the restoration of removed units. If one unit is awaiting repair, the availability of that particular aircraft may be affected. The scale of the impact depends on reserves and work organization.

The fleet cannot be assessed only by the number of aircraft transferred. Some aircraft are flying, others are being maintained or used for training. This distribution is a normal part of operation. Planning requires forecasts for work time and personnel availability, as well as the ability to adjust workload. Therefore, the increase in the number of deliveries is important along with the development of support. Simply adding units of equipment does not guarantee a proportional increase in the daily volume of tasks performed.

## Program milestones and their meaning

Receipt of the first aircraft confirms completion of a certain acceptance stage. The start of training confirms the start of personnel training. The arrival of the equipment at the national base marks another geographic and organizational milestone. Initial and full operational readiness refer to the broader state of the units. These events may have different timings. Listing them as one general “commissioning” creates the false impression that all work is completed at the same time.

When reading the program calendar, it is useful to look at the wording: what has already happened, what is planned, and what conditions the next stage depends on. The forecast range is not a promise of an exact date. A change in one construction or training schedule may require a review of related activities. In this case, the presence of the first CF-35As in Luke corresponds to the training logic of the program. It does not confirm the completion of Canadian infrastructure and does not replace individual reports of readiness of units within the country.

## First batch and decision on the entire purchase

Major programs may include commitments already made and future decisions that are still being discussed. Therefore, the fact that the first batch has been received should be separated from the assessment of the final scale. A political or budgetary review does not automatically cancel a transfer that has already been completed, but the transfer does not prove that all subsequent parameters are finally fixed. An accurate description requires documents on a specific stage, and not conclusions from a single title.

This kind of caution is especially useful when comparing different messages. One may relate to physical delivery, another to financing, and another to the long-term plan. They are able to exist simultaneously and not contradict each other. They should be distinguished by subject and date. In this news, the key fact is limited to the first pair of aircraft and the training phase in the United States. The remaining solutions must be assessed against individual official updates when they appear.

## What to watch next

The following meaningful indicators are related to the training of people, the development of facilities and the transition to work from national bases. To understand progress, a series of such confirmed milestones is more useful than one general promise to modernize aviation. The completed stages, their purpose and connection with subsequent work are important. The number of aircraft remains significant, but not the only measure. It describes the material part of the program, and not the entire operating system.

The first delivery of the CF-35A makes the training transition practical with specific aircraft. Its meaning lies precisely in this. Continued readiness will require coordinated development of personnel, infrastructure, supplies and procedures. This view allows us to perceive the news without exaggeration: the aircraft have been received for the initial stage, and the full development of the new fleet continues to consist of several interrelated projects, each of which must undergo its own testing and acceptance.

## How to distinguish between stage photos

An archival photo of an F-35A helps to visualize the type of aircraft, but does not confirm that a particular aircraft belongs to Canada. To establish an event, you need the date, place and data of the transmission message itself. Therefore, the illustration of another operator should be signed directly. The presence of the same silhouette is not enough to call any aircraft shown one of the first Canadian aircraft.
